Komsomolsk refinery, based in Komsomolsk-on-Amur, has been part of Rosneft since the Company’s establishment. The plant construction began in 1938 and was completed in 1942. The refinery’s crude distillation capacity equals 7.0 million tonnes per year. Komsomolsk Refinery processes West Siberian crude, which is delivered via the Transneft pipeline and then by rail after reloading at the Uyar (near Krasnoyarsk) and Zuy (near Angarsk) rail junctions. The plant also processes crude oil coming from Rosneft’s Sakhalin fields via the Okha — Komsomolsk-on-Amur pipeline. The refinery specializes in the production of motor and jet fuels.
Komsomolsk Refinery is a key petroleum product supplier of the Russian Far East, where outputs are distributed by Rosneft’s major marketing subsidiary RN-Vostoknefteprodukt. In addition, petroleum products from the refinery are exported primarily to Japan, South Korea, and Vietnam via the third-party Vanino marine terminal in the Khabarovsk region as well as Rosneft’s Nakhodka terminal.
Processing at the Komsomolsk refinery in 2009 totaled 53.4 mln barrels (7.30 mln tonnes), which is marginally more than in 2008. Capacity was fully loaded and petroleum product output was 7.12 mln tonnes.
A series of measures for cost reduction were implemented at the refinery in 2009, and results included reduction of fuel consumption from 2.89% of overall refinery throughput in 2008 to 2.76% in 2009.
Rosneft is currently implementing a large-scale expansion and upgrade project at Komsomolsk refinery, which is scheduled to run through 2013 and is primarily aimed at increasing the refinery’s capacity to 8 million tonnes, increasing refining depth to 95%, launching production of high-quality Euro-4 and Euro-5 products, implementing process control and management systems meeting modern industrial safety and environmental standards as well as establishing mechanisms to adjust the volume and quality of petroleum products in accordance with market trends and seasonal fluctuations in demand.
The Komsomolsk refinery secured 10 awards for the high quality of its petroleum products at the All-Russian Competition, ‘100 Best Russian Products’. The refinery was also awarded the title ‘Best oil refinery/petrochemical plant in Russia and the CIS in 2009’ at the industry round-table, ‘Oil refining and Petrochemicals in Russia and the CIS’.
